This rulemaking would require an annual, independent YBS strategic plan as part of the YBS program required by section 4.19 of the Farm Credit Act. The rule would set out minimum requirements of the plan.

Director Agans,

As a YBS borrower myself I support Western Ag Credits stance on the proposed rule changes.

Oftentimes flexibility and timing are essential for the success of young and small borrowers. Adding more regulations slows the process and effects the flexibility of the loan process therefore impacting the YBS borrowers negatively.

I support Western Ag Credit in there YBS efforts, they are efficient and effective.
