Margin and Capital Requirements for Covered Swap Entities (Proposed Rule)

FCA is seeking comment on a proposed joint rule to establish minimum margin and capital requirements for registered swap dealers, major swap participants, security based swap dealers; and major security based swap participants for which the FCA is a prudential regulator.

The American Gas Association (“AGA”), the American Public Power Association (“APPA”), the Edison Electric Institute (“EEI”), the Electric Power Supply Association (“EPSA”), the Large Public Power Council (“LPPC”), and the National Rural Electric Cooperative Association (“NRECA”)  (hereafter “Joint Associations”) respectfully submit the attached comments in response to the proposed rule issued by the Office of the Comptroller of the Currency, the Board of Governors of the Federal Reserve System, the Federal Deposit Insurance Corporation, the Federal Housing Finance Agency, and the Farm Credit Administration regarding capital and margin requirements for swap dealers and major swap participants.
