The pros of this is that if the FCA employees will have  a backbone to fall on. They can manage the security of possibly losing money. The cons are if they choose the wrong investment they may run the risk of losing money. Another con is the investment may fall when they need to pull the money or may fall and never come back up. The trade-offs are they have a sort of control over a safety net but on the flip side the safety net is not a guarantee.
