The FCA Examination Manual contains procedures and guidance for examining Farm Credit System (FCS or System) institutions. It does not bind FCA and does not create any rights, benefits, or defenses, substantive or procedural, that are enforceable by any party in any manner. While every effort is made to ensure accuracy, it should not be relied on as a legal reference. The manual will be updated to reflect changes in laws, regulations, or other examination criteria, and to address new or emerging risks and changes in the FCS or its products and services. Given the inherent diversity among institutions and the dynamic nature of lending and operational issues, the manual cannot cover all potential examination areas. However, the topics that are covered provide a solid base of procedures, criteria, and guidance to promote examination quality and consistency. Please note: Updated content for some of the Examination Manual sections below is currently under development. Also, effective August 21, 2014, FCA Examination Bulletins have been incorporated into the Examination Manual.
